In the aftermath of a major terrorist attack, the Madrid City Council took action to better protect the public by commissioning an advanced emergency command center for the city. The ambitious effort required  the ability to capture and integrate information to give managers the understanding and insight required to quickly make the right decisions. This case study describes how Madrid worked with Smart Cities Council member IBM to accomplish its mission.
